Borno State-born activist, Rev. Kallamu Musa Ali Dikwa, has called on the Department of State Services (DSS) to raise a forensic-minded team of agents to investigate allegations that a lawmaker from the state and another official in Abuja are linked to terrorism.
He accused both of having comfortable relationships with Boko Haram and Islamic State West Africa Province (ISWAP) terrorists.
Rev. Dikwa, a Christian convert from Islam, and who is Director General (DG), Centre for Justice on Religious and Ethnicity in Nigeria, stated these in a statement dated 1 August,2026, and made available recently.
Rev. Dikwa urged the DSS high command and other arms of government to invite the current Chairman of Borno State Local Government Service Commission, Sen. Kaka Mallam Yale, to “know the truth” about the alleged involvement of the particular public officers.
In another disclosure, the cleric referenced the 2014 Chibok schoolgirls abduction as well as the reported kidnapping of the late Modu Marama by Boko Haram insurgents, as signs of how creeping terrorism was allowed to fester to the height it presently occupies in national priorities.
Marama, an early high-profile abduction victim of the Boko Haram insurgency in Borno, was kidnapped in early 2014.
According to Dikwa, while in captivity, Marama was directed by Boko Haram leaders to speak with a named public officer before he could be released.
Rev. Dikwa alleged that Marama’s wife, Mrs. Martha Modu, a lecturer at the University of Maiduguri (UNIMAID), met with certain personalities, who are still alive, before her husband was freed.
Dikwa further alleged that during that meeting, one of the personalities stated that another prominent individual in the state was aware of the kidnap matter, after which Marama was released by the insurgents “just like that.”
Rev. Dikwa, who gave out his phone numbers 08033497229, 08027141437, also cautioned against the prosecution of human rights advocate Samaila Kaigama alone on terrorism-related charges without first carrying out “proper investigations.”
“Charging Samaila Kaigama alone to court on the account of terrorism charges or finances and collaboration, without first, proper investigations, will at the end trigger and damage the supposed moral stance of the Federal Government with the 2027 general elections around the corner,” he said.
